Proof of Identity and Residency
As part of a nationwide effort to enhance the issuance of secure identification credentials, Pennsylvania has tightened the requirements for obtaining a Pennsylvania Driver's License, Learner's Permit and/or Identification Card. Please click on one of the links below to view a list of acceptable documents for proof of identity and residency for U.S. and Non-U.S. Citizens.
If you do not have any bills in your name, two proofs of residency are still required. One such proof is to bring a person with whom you reside along with their Driver's License or Photo ID to the Driver License Center where they will be required to sign an affidavit stating that you reside with them. You will also need to provide a second proof of residency such as official mail (bank statement, tax notice, magazine, etc.) that has your name and address on it. The address must match that of the person with whom you reside.
